Both send your link when people comment.
LinkDM and Waveloop both send a DM with your link when someone comments on your post or reel. Both answer story replies too. Both run on Instagram's official API. LinkDM says it has been a Meta Business Partner since 2021. Waveloop is an Official Meta Business Partner and an Official Meta Tech Provider.
LinkDM also works with Facebook, and its FAQ says you connect through a Facebook login and page. Waveloop is built only for Instagram, and you connect with Instagram Login.
